Why is norway ranked 11th in fifa world ranking?

i know the fifa world rankings for the most part are have a 5 (+ or -) ranking inaccuracy margin for the most part but seriously?? norway ranked 11th? from the top 36 and up for the june 29th 2011 rankings looked justified but NORWAY? they havent gone to a WC or to the Euro in ages, regardless of if the had a good start in euro qualifiers doesnt justify that high of a ranking???
