When is the right time to say I love you?

I don't really think you should plan when you say I love you. Wait until the perfect time when the two of you are on a perfect date or just in a perfect, romantic mood together. You will KNOW when it's the right time to say it. Just look him in the eye and tell him you love him while you guys are holding hands or sitting down together or something. Good luck!(:
