Can an employer allow someone to file a workman's comp claim if they get injured outside of work?

Someone I work with broke her foot outside of work. She wrecked her vehicle and did it then. But our employer is allowing her to claim it on workman's comp. Can that be done and if not what can be done about it? Is there someone that this can be turned into. I live in TN.
