Where in the bible does it actually say that life begins at conception?
I think everyone would agree that "life" begins even before fertilization, because both the female and male "seeds" are living matter. A better question might be "when does personhood (or ensoulment) begin" according to scriptural sources. Exodus 21:22 suggests, according to Jewish law, that an unborn fetus has some value but is not considered fully a human being before it is born. It is considered to be only a part of the pregnant woman's body. This is usually interpreted to mean that "ensoulment" or "personhood" does not begin until after birth.
