Do workmen have to tell you before turning off the water supply?

yesterday workmen came to my neighbours because they had a leak. they turned off the cold water to the whole street because they were cutting through a pipe. they cut through the pipe only to realise they didnt have the right bits to fix it. we were not told they were doing this and were left without water for 6 hours. i have a 6 week old baby and they did not even care that i couldnt feed her without cold water.
