What should I expect for not completing my community service hours on SIS?

My b/f was given 5 years SIS probation for two felony charges. 1) knowing about arson 2) knowing about property damage. Basically He knew about someone burning a vehicle for insurance money and didn't tell on them. It is his first offense. He was given 5 years probation and 100 hours of community service in 1 year. He hasn't completed any community service. However he does have a letter from his boss explaining that 9 of those months he has been working 50-60 hours a week and was unable to work 2 months because of a workman's comp. injury. Also he tried to get started on it after his injury healed but only had the weekends to do it. When he called the city to get it done they pointed him to the sheriff dept. Where they told him there were not enough officers working on the weekends to "babysit" him. What should I expect from the judge and should he get a lawyer?
