Can you file a Workman's compensation claim if your existing injury got worse due to bulging disc herniating?

I have had 2 discs removed and had a bulging disc from original work injury. The bulging disc herniated and doctor wants to remove it and do a back fusion. Original Workman's compensation case was settled in 12/2009 except there is a medical rider attached to contract for medicare to come up with a cost figure that workman's compensation has to pay for future medical expenses related to injury that hasn't been closed yet. My original attorney for case quit on me after I found out she was lying to me about things pertaining to settlement. I am in constant chronic pain and do not know what to do or who to trust. What should I do? I live in the 61111 zip code area.
